Submissions sent to MRC or any other party will be deemed ineligible and discarded. Competitors are responsible for ensuring that their submission is received prior to the deadline. Entries received after the deadline will not be eligible for consideration. 

MRC and the City of Portland are not responsible for the proper identification and handling of any responses submitted to an incorrect location.
